There are some good schools with strong liberal arts programs. However, I am not sure how you understand the meaning of 'liberal arts' in your question. Usually the schools with strong liberal arts programs require a very good command of English, especially language skills in writing, reading, and speaking. Students are expected to read and write a lot. Also these schools require high SSAT scores as a part of entrance requirements.
Unfortunately, there is almost no school without some Chinese students. The elite schools typically limit the number of Chinese students and this eventually increases competition among Chinese students as well. It would be best for you to find some professional consultants who can do some research for you in this matter.
